Npower: The Minister Is Not The One Holding Your January, February And March Stipend
Lots of Npower Batch C Volunteers have been lamenting and pointing accusing fingers to the Minister for Humanitarian Affairs for refusing to pay their January and February stipend including March stipend, the basic truth is that the Minister for Humanitarian Affairs is not responsible for the disbursement of funds meant for the Npower program.
The basic function of the minister for Humanitarian Affairs is to approve the payment list of Npower Batch C Volunteers eligible for payment, once it is approved by the Minister it is forwarded to the Permanent Secretary who in turns forwards the list to the Accountant General Department, the Accountant General will pass the necessary documents after intense scrutiny to the Central Bank of Nigeria.
The Central Bank of Nigeria will disburse payment to the Npower Batch C Volunteers' bank account after it has been validated by the Nigeria Inter Bank Settlement Scheme.
The Minister for Humanitarian Affairs function is just to approve the payment list for the months due to Npower Batch C Volunteers, once it is approved it leaves her desk to the appropriate quarters.
