About ₦25,000 Conditional Cash Transfer

The conditional cash transfer is a monthly base cash transfer of ₦25,000 to the eligible mined from the National Social Register (NSR). The conditional cash transfer helps improve the consumption levels and encourages the poor and vulnerable develop savings skills. The overall objective of the conditional cash transfer is to reduce poverty, and to prevent the poor and vulnerable households from becoming poorer and builds and develop their ability to be better than what they were before when they start benefiting from the conditional cash transfer programme.

Q. What is National Cash Transfer Office (NCTO)?


A. The National Cash Transfer Office (NCTO), is an arm of National Social Investment Programme (NSIP) under the Federal Ministry for Humanitarian Affairs, and Poverty Alleviation the management responsible for the Conditional Cash Transfers (CCT) to the poor and vulnerable groups in Nigeria under the Household Uplifting Programme (HUP).


Q. Why the Conditional Cash Transfer (CCT)?


A. The conditional cash transfer was established by the Federal Government of Nigeria to address the consumption needs of the poorest and most vulnerable households and improve human capital development of the citizens of Nigeria.


Q. What are the duties of the National Cash Transfer Office (NCTO)?


A. i) To ensure that only eligible and poor and vulnerable households from the national social register are selected as beneficiaries into the conditional cash transfer programme.


ii)To set up State Cash Transfer Unit (SCTU) including local government area and community levels.


iii) To engage payment service providers through transparent and open process to facilitate cash transfer to caregivers in the beneficiaries’ households.


iv) To ensure all beneficiary households are paid as at when due through selected payment service providers.


v) To facilitate empowerment of the Poor and Vulnerable Households (PVHs) to establish sustainable livelihood.


vi) To facilitate the early resolution of grievances at all levels.


Q. Is every poor and vulnerable Nigerian entitled to this ₦25,000.00 conditional cash transfer?


A. No, only the poor and the vulnerable households identified and captured in the National Social Register (NSR) will be enrolled into the conditional cash transfer programme.


Q. Why Grievance Redress Mechanism in the Conditional Cash Transfer Programme?


A. To enable beneficiaries of the Conditional Cash Transfer (CCT) and community members air their view, lay complaints and have an avenue and a channel where such complaint can be resolved.


Q. What are the conditions for state participation in the conditional cash transfer programme?


A. i) For a state to participate in the conditional cash transfer programme the state has to sign a Memorandum of Understanding (MoU).


ii) The state has to adopt the Programme Implementation Manual (PIM).


iii) The state has to develop the State Social Register (SSR).


iv) The state has to establish State Cash Transfer Unit (SCTU).


v) The state has to establish Desk Offices (DOs) in local government secretariats.


Q. Who will finance the Conditional Cash Transfer Programme?


A. States and LGAs will receive financial and technical support from the Federal Government of Nigeria to carry out their duties. The State Government will provide personnel and logistics support. States will be expected to ensure that the supply side facilities are provided as needed for co-responsibilities.


Q. How can the beneficiaries of the Conditional Cash Transfer Programme be identified during payment?


A. Beneficiaries of the Conditional Cash Transfer Programme (CCT) will be identified using electronic end-to-end payment

credentials. The National Cash Transfer Office (NCTO) will issue the Conditional Cash Transfer (CCT) programme identity card containing bio-metrics of beneficiaries upon enrolment of the eligible households. Each beneficiary has a unique identifier encoded in barcode and will be employed for cashing out.


Q. How can limited access to technology be addressed during payment?


A. Communities that have limited access to technological infrastructure, such as mobile phone coverage and internet, and financial infrastructure, will be paid using offline technology by utilizing the services of MMOs (Mobile Money Operators).


Q. How often will the payment for the Conditional Cash Transfer (CCT) be made?


A. The payment will be made once in three months (four times in a year).

A. The payment to beneficiaries of the Conditional Cash Transfer (CCT) will be made via cash transfer directly from the National Cash Transfer Office (NCTO) at Federal level using commercially available payment services in order to minimize the role of intermediaries.
